Project description
The project aims at improving employment and income opportunities in the Jablanica and Pcinjavetrenjaca200sr1 regions of South
Serbia by stimulating and facilitating systemic change in key sectors that leads to economic growth and improved access to markets and services. In doing so, the project uses a market development approach („Making Markets Work for the Poor” or „M4P”) as its project rationale, focusing on sustainable change in supporting functions and rules that constitute the wider system around markets. Three sectors will be selected for interventions during the inception phase, all three which play a significant role as generator of income and employment in the region.

The project is in its inception phase in which market analysis will be conducted to generate an understanding of the root causes that prevent a more inclusive growth in the three sectors. Based on this understanding, the M4P approach will then be used as guidance to facilitate systemic change such as improving access to business services, enhancing value-added production, facilitating cooperation amongst businesses or public-private dialogue.

Objectives
The main objective of the project is to promote an enabling environment for inclusive private sector development in the six selected municipalities of South Serbia: Leskovac, Vranje, Presevo, Surdulica, Bujanovac and Trgoviste. The project targets the youth, unemployed, SMEs and women

Activities
The project is in its implementation phase which covers the following activities:

  1. Defining the logical framework of the project to market development
  2. Informing main stakeholders to generate initial understanding of important sectors
  3. Undertaking market analysis in the 2 selected sectors to identify systemic constraints that prevent inclusive growth and access.

The project will be implemented as a multiphase process, which means that initial analysis and interventions will focus on one sector in order to generate learning experiences that lead to more effective interventions in the other two sectors. Interventions will depend on the outcome of the market analyses and the continued learning process throughout the implementation – the project thus will be flexible and market-led in its approach.

Total project budget: 1.8000.000 CHF

Project partners: municipalities, chambers of commerce, business associations, firms, public organizations etc, depending on the findings of the market analysis and systemic constraints.
